It’s efficient to master both as they share the synergy in Ice Bolt, but since the Blizzard build needs so many skill points, you won’t have enough. As the two skills have their own cooldowns, using both skills as you fight grants much more damage. The main skills of the BlizzOrb build are Frozen Orb and Blizzard. You won’t have enough skill points to finish this build.

After finishing your Cold Mastery, you should spend your remaining skill points on Warmth or Static Field. You need to distribute more skill points on the Cold Mastery skill - up to -195% to enemy cold resistance, including the extra all-skill bonuses.

The basic Blizzard build can be completed by Lv. Here is the endgame for the Blizzard, Frozen Orb, and BlizzOrb Sorceress.
